Writing A Power Of Attorney Is A Hand Written Power Of Attorney Legal In Puerto Rico?

I believe that no matter how it is written, as it is notarized. The Puerto Rico Govt. wonders what must be notarized and proof of state government, that the lawyer is entitled to organize these activities in the state.
